Dr. Rafael Pérez Colón is a Lead Digital Strategist at TIV and has more than 30 years of experience in IT and Digital for Development (D4D). Dr. Pérez Colón is recognized worldwide as an expert in ICT, digitalization, digital infrastructure, and innovation policy and their impact on economic development. He has built and driven complex multi-stakeholder partnerships, particularly between large corporations, governments, NGOs, and international organizations. Dr. Pérez Colón is a truly global professional with working experience across all emerging geographies: Americas, Asia-Pacific, Africa, Eastern Europe, and Central Asia. His prior work experience includes as Consultant in ICT for Development and Relations with the Public Sector, Former Worldwide Senior Director for International Organizations at Microsoft Corp., and University Professor.
Dr. Pérez Colón is also a Spanish Network for Sustainable Development Advisory Board member, attached to the Global Network of Sustainable Development of the United Nations. He is also a member of the International Advisory Council to Fundación Metropoli, a Madrid-based international center for designing cities and territories.
He has also held positions in governments, universities, and other companies, in Puerto Rico and Spain. He holds a Doctorate in Computer Science (ABD) from the Polytechnic University of Madrid and a Computer Engineering degree from the University of Puerto Rico at Mayagüez. He holds two associated professorships at the renowned institutions of UNED (in the Data Protection Master Program) and the IE Business School (in the International Development Master Program).
